There is a burden in the heart of the Father and its that all sons grow into maturity. Responsibility is only committed into the hands of sons and there are certain indices that measure the maturity of a son in the kingdom. When a son has grown into the level pleasing to the Father, then and only then heavier matters of the kingdom are willed to Him. 

You cannot handle heavier matters of the Kingdom as a child. GROW!!!

Gal 4:1KJV: Now I say, That the heir, as long as he is a child, differeth nothing from a servant, though he is lord of all;
