Cameroon has been undergoing a wave of decentralisation reforms since its 1996 constitution and decentralisation is now at the heart of 17 sectors. There is a general consensus on the role of local governments in promoting local development and service delivery. To support the government in its decentralisation reform, the bilateral cooperation agreement between Cameroon and the Federal Republic of Germany of 2003 defines decentralisation and local governance as one of the priority areas of intervention of the German Cooperation. Within this context, the GIZ support program to decentralisation and local development (PADDL) is the operational strategy put in place. Present in 4 regions in Cameroon (Centre, East, Far North and West regions). PADDL has a multi level and multi stakeholder approach offering diverse technical assistance to decentralisation and local development stakeholders at the central, regional and communal levels. As part of its capacity development strategy, the programme offers trainings, coaching and technical assistance to the benefit of deconcentrated state services, councils, supervisory authorities and civil society organizations to accomplish their various respective missions. The principal objective is to ensure that the population of local governments and their decision makers improve the social and economic environment and create a much more favorable environment for development.
