An ancestor of Dr. Soong has gotten his hands on the cryogenically frozen embryos of the human auments from the late 1990s (you know, Khan's people), and he has birthed them, raised them, and now they're on a mission to rescue all of their brothers and sisters to continue the work that was started by their predecessor.  When their aggressive tendancies began to manifest, Dr. Soong loses control of them.
