Starlink has proposed to accelerate their deployment timeline. They want to cover most all of the contiguous 48 states by mid-2020. Competitors (Blue Origin, Viasat, HughesNet, OneWeb, Boeing, Iridium, etc.) are scrambling to market. Home base is Redmond, WA. There’s also a telemetry and tracking station in Brewster, Wash. Starlink can reduce transit times by 10-20ms!
