Because they understand why they need that, but they don't yet have the ability for an organization like that to function because they can't yet decide who's accountable for what."

Understanding what you have and why you have it is integral - Jason: "Why would I want to buy a reserved instance or savings plan if I compute that I don't need? It doesn't make any sense. Just understanding what you have and why you have it and making sure you have a solid documentation strategy, tagging strategy, whatever it may be for where those resources lie is the first step once you've assigned accountability."
