A 15-year struggle to settle a federal lawsuit over the disparities in academic programs at Maryland’s historically Black colleges and universities (HBCUs) finally appears over, with Gov. Larry Hogan signing a measure this week to provide $577 million to Bowie State, Coppin State, Morgan State and the University of Maryland Eastern Shore University.
