A divided 3-judge panel ruled last week that referendums on two proposed North Carolina constitutional amendments that would diminish the powers of the governor if approved are misleading and should not appear on ballots in November. While legislative leaders are weighing their options, Senator Floyd McKissick is speaking out against the other four amendments slated to be on the ballot that he believes are intentionally vague and confusing for voters.
