Paul exhorts Timothy to stir up the gifts through the Holy Spirit. The gifts given by God to each believer should be discovered, developed and deployed! God's eternal purpose is that people should be saved through the gospel for which we need a rekindling through the Spirit to manifest His power, mentor and minister.
