While in a difficult situation those in power, and often abusing their power to control people, move the goal post, change the goals, and constantly but vaguely describe the goals.... to keep people oppressed. This is the strategy of fatigue. 
During this past year of our government's response to Covid this strategy of wearing out the citizenry has been very effective, allowing our Constitutional rights to be further eroded. 
Our own governor here in the state of WA has used this strategy effectively as he continues to abuse the powers of the governor's office.
The early American colonists also were subjected to the strategy of fatigue from the king of Great Britain. 
This podcast describes this weapon of control, and I kept it short so even I do not practice this strategy of fatigue.
