Randall Williams was caught on surveillance video cutting the brake lines on electric scooters that people rent to ride around Fort Lauderdale, police say. Police haven’t said whether anyone was hurt by riding any of the damaged scooters. Nor have they said yet if a motive is known for the vandalism.
