Around 3.8 million Filipinos were unemployed in October 2020 largely due to the outbreak that led to widespread displacement as the economy crumbled. When strict lockdowns were imposed, food supply was in shortage as metro cities in the country were dependent on fresh produce hauled from farms in the provinces. How can we then ensure food security for all city-dwellers, especially for the income poor?
