Clara Luz Álvarez, nonresident scholar at the Mexico Center and  professor at the Universidad Panamericana, discusses the telecommunications reform of 2013 in the context of the current presidential election and the NAFTA renegotiations. She previously served as the rapporteur for the International Telecommunications Union’s study group of information technology accessibility for people with disabilities, and as commissioner for Mexico’s Federal Telecommunications Commission (Cofetel).
