Telos is a new blockchain network based on EOSIO, the same software that powers EOS. Telos will discourage RAM speculation to keep new addresses and DApps affordable on the network.
Recently new EOS addresses cost $20 due to RAM speculation.Telos will keep RAM inexpensive and stable by issuing low amounts of RAM in the beginning (about 4GB) and tying future releases to network utilization. This allows the network to release more RAM to discourage speculators.
Telos will also have published guidance pricing issued from the Telos Foundation which will set the price that RAM would likely be if not for speculation. The TF may buy below this rate and sell above it. It will also sell RAM at the published guidance price to actual developers releasing DApps on the network whenever the RAM price is above a certain amount more than the PGP (for example, 10 or 15% above PGP). This will further discourage speculation beyond this natural range without the negatives of a fixed price. This reduces the need to hoard RAM and allows developers to budget for their DApp deployments.
