What happens when the megacities of tomorrow decide they no longer want to be part of the nations that birthed them?

It’s 2050 and the climate emergency is ever more politicized.  As a tornado builds in the background, San Francisco declares a state of independence from the rest of the United States.  Could this lead to civil war? What will this mean for society? Could it save the planet?
