officials have prepared adequately to help the Bay Area escape the fate of
New Orleans and protect the environment from toxic hazards if disaster

implement emergency preparedness and response from an environmental angle:
Randy Sawyer, Director of the Hazardous Materials Program, Health Services
Dept of Contra Costa County; Dan Meer, Chief, Response, Planning, and
Assessment Branch, Superfund Division, EPA Region 9; and Carolyn Merritt,
Chairman, US Chemical Safety and Hazard Investigation Board.
