He earned a Licentiate in Canon Law at the Catholic University of America in 1994 and was appointed Judicial Vicar for the newly erected Diocese of Tyler in 1995. On September 29, 2012, Pope Benedict XVI chose Strickland as the Fourth Bishop of the Diocese of Tyler.
