Last week, San Diego Mayor Todd Gloria proposed a settlement agreement for 101 Ash Street and Civic Center Plaza.

Under the deal with the building's lender and landlord, the city would have purchased both properties for $132 million.

Then, Monday morning, the mayor withdrew the proposal just hours before the city council was set to discuss it.
