Baltimore Mayor Catherine Pugh was half-right on the minimum wage. It's true that a $15 minimum wage would be disastrous for Baltimore. But efforts to raise the minimum wage statewide show that General Assembly leaders don't understand economics and that Maryland Democrats don't care about lower wage workers.
