Psalm 10:12-18 wraps up much of what both Psalm 9 &10 introduced.

the Psalmist who is afflicted cries to God, but this time with certainty. While evil and wicked people continue to plot and cause trouble, God takes notice and will call to account on the last day. God will defend the afflicted, who are identified as his People, and will save them. In the meantime, he strengthens their heart.
