A wicked man was just passing through the 14th Circuit when he ran afoul of the law. In an ill-advised show of mercy, 14th Circuit Solicitor Randolph Murdaugh III released him, not knowing of his violent past in multiple states. That suspect went on to rape and murder almost a dozen women and become known as the horrific Charlotte Strangler. Today Henry Louis Wallace sits on North Carolina's Death Row facing nine death sentences—deaths that could have been prevented if the criminal justice system, including Murdaugh and the 14th Judicial Circuit, had not broken down.
