Why is it so many business owners go after the lowest bid instead of the best product? I have never heard of a fantastic experience getting the cheapest service. As the old saying goes, "You get what you pay for."
If you're a small business owner, or even a mid-sized business owner I'm sure you've learned offering the lowest price doesn't get you the best client pool. You need to respect your value that you offer, and your clients should also respect the value of the work you do. If it all comes down to the lowest cost solution I have a feeling you won't enjoy working with your client for long.

In the case of one App development my friend and potential client ended up spending a lot more than he wanted to because he was focused on a low hourly rate rather than a quality product.
