When DC expands their publishing footprint (Absolute Universe, Superman relaunches, endless Batman events), they don't create new retailer budget—they demand a larger share of existing budget. Retailers treat DC and Marvel as non-negotiable, so indies become the discretionary line item that gets cut at Final Order Cutoff. Every shop makes this same calculation. Every FOC cycle. Same reason. And the aggregate effect is indie publishers losing ground industry-wide.
