John 2:23-3:3

Jesus began to do the miraculous and many began to trust and follow him, but He did not commit to tell them the salvation message at that time, because He knew their hearts. But when Nicodemus came to Jesus, Jesus was willing to share the salvation message with him.

There are some God commits to and some He does not. Why is this? What does this mean for us? What is the difference?
