The Contract Project - The trapdoor of Montreal’s exchange office

In 1990, the DEA discovered that a very large exchange office, the National Foreign Exchange Office, established in the heart of downtown Montreal, was used to launder large quantities of money from drug trafficking. As this money feeds drug networks in the United States, the American ambassador in Ottawa complains to the Canadian government.

It was enough for the Canadian government, concerned about its relations with the Americans, to ask the RCMP, the Canadian federal police, to solve the problem. This is how the Contract project was born, which later became the Compote and Creditor projects.
