Will Hart is one of those A.D.D. personalities. Assessed as a 'hyper-attention-deficit' child, Will was given all the drugs of the day to calm him down. Instead of soothing him, Will was using the very drugs that were prescribed to him to get high. Thus, by the age of twelve, Will was abusing drugs, alcohol, and anything else he could get his hands on. 

Eventually, Will was kicked out of schools, became a compulsive kleptomaniac, developed an addiction to pornography, and joined a heavy metal Goth band. In short, Will Hart was out of control.
