After World War 1, manufacturers were faced with excess production capacity. They realized that the would need to pursuade the Amercan people to bay things that did not really need. A wall street leader is quoted as saying, "Man's desires must overshadow his needs."  A chage came over our democracy - our citizens became consumers.
