“Criminal justice reform” as a general label has become trendy in recent years and, for many prospective Presidential candidates it will be a major 2020 litmus test. But what do people mean when they use the term? What are the policies being advanced and what are some of the dangers of surface-level reformist language unattached to specific, activist-led initiatives?
