  1. The Lord’s warning: “Judgment is coming” (vv. 1-11)

  2. The Lord’s invitation: “Return to me” (vv. 12-17)

    3. - Return to the Lord with all your heart (vv.12-13a)

    - Return to the Lord who is gracious and merciful (vv.13b-14)
    - Return to the Lord together as His people (vv.15-17)
