In February of 2014, Relisha Rudd vanished from Washington, D.C. under chilling circumstances. But what makes Relisha’s case so difficult to digest is this: for 18 days, no one noticed she was missing. Not her school. not city officials. Not even the shelter where she lived. How does an 8-year-old go missing in the nation’s capital without a trace?
