Dr. Don Kettl argues that the wide inequities we see from state to state result from the 235-year old system of federalism created by James Madison as a compromise to keep the young United States together.
Dr. Kettl is a former dean of the University Maryland Department of Public Policy, and is the author of a new book “The Divided States of America: Why Federalism Doesn’t Work.”
