December 23, 2025
On December 23, 2025, the Department of Justice released Dataset 8 of the Epstein files: 10,595 PDF documents totaling 9.9GB of court records, FBI witness statements, prosecutor emails, and victim testimonies.[^1]
[^1]: DOJ Epstein Files Dataset 8 - U.S. Department of Justice official release page containing all 10,595 PDF documents from the December 23, 2025 disclosure. Available at: https://www.justice.gov/epstein/doj-disclosures/data-set-8-files. The release was mandated by Congress through the Epstein Files Transparency Act passed in November 2025, requiring disclosure of all investigation-related files by December 19, 2025.
Most media coverage focused on the release size. A few outlets noted it included more Trump references than the December 19 release, which heavily featured Clinton.
No one performed systematic analysis of what the files actually contain.
I did. Every single file. 10,595 PDFs converted to searchable text, analyzed programmatically for name co-occurrences, pattern detection, and network mapping using the same methodology that discovered Tigran Khachatrian (Trumpâs model scout) in Phase 2.
Dataset 8 doesnât just add volume. It reveals the soft disclosures: the details everyone else is missing because theyâre reading for headlines instead of patterns.
Three discoveries stand out.
Discovery 1: The Third Venue (Mar-a-Lagoâs Hidden Role)
File EFTA00020508.txtFBI National Threat Operations CenterOctober 9, 2020 (14 months after Epsteinâs death)
A witness calls the FBI to report information about a Jeffrey Epstein party she attended in December 2000 at his Palm Beach property.
Before the party, a woman named Ghislaine Lisa Villeneuve (formerly Lisa Villeneuve, now a real estate agent in Irvine, California) introduced the witness to Bobby Cox, described as âa young manâ who âintroduced himself as a model scout.â
The witness describes Villeneuveâs response: âVilleneuve laughed in response to Coxâs introduction and said âNo, youâre a pimp.ââ
They proceeded to the party. When they entered through the backyard, Villeneuve told the witness to stay close and not go into any of the rooms. Villeneuve introduced the witness to Ghislaine Maxwell, who the witness âbelieves wasâ the hostess.
Inside, the witness met Curt Schmidt (currently CEO of Blue Buffalo pet food company), who offered cocaine.
Then this detail appears:
âSomeone told the party that Donald Trump had invited them all to a party at Mar a Lago. [The witness] told Villeneuve she wanted to go, but Villeneuve told [her] it wasnât that kind of party, it was for prostitutes.â
The witness hasnât spoken to Villeneuve since 2002.
Context from systematic analysis:
* Mar-a-Lago appears in only 6 files across Dataset 8âs 10,595 documents
* Epsteinâs Little St. James island appears in 8 files
* Similar exposure frequency, radically different narrative treatment
Media focuses obsessively on Epsteinâs island as the primary venue. Flight logs to Little St. James dominate coverage. The private island becomes synonymous with the operation.
Mar-a-Lago receives virtually no attention, despite FBI witness testimony explicitly describing it as a venue for âprostitute partiesâ connected to the Epstein network in 2000, during the peak operational period.
The model scout connection appears again: Bobby Cox, like Tigran Khachatrian (discovered in Phase 2 flight logs), operated as a recruiter. Villeneuve, who had clear knowledge of the operation, identified him immediately as a pimp rather than accepting the model scout cover story.
This is the third venue: Palm Beach (Epsteinâs mansion), Little St. James (the island), and Mar-a-Lago (Trumpâs property, used for connected parties).
Discovery 2: The Immunity Architect (Jay Lefkowitzâs 40-File Footprint)
Media coverage of Epsteinâs legal team fixates on two names:
* Ken Starr (Lewinsky prosecutor turned Epstein defender), symbolizing hypocrisy
* Alan Dershowitz (Harvard law professor accused by victims), symbolizing elite protection
Systematic analysis of Dataset 8 reveals who actually mattered:
Name mention frequency across 10,595 files:
* Jay Lefkowitz: 40 files
* Ken Starr: 6 files
* Alan Dershowitz: 41 files
Lefkowitz appears as frequently as Dershowitz and nearly 7x more than Starr.
Yet mainstream coverage barely mentions him.
Who is Jay Lefkowitz?
Partner at Kirkland & Ellis (same firm as Ken Starr). Former Bush administration official (Deputy Assistant to the President for Domestic Policy). Architect of Epsteinâs 2008 Non-Prosecution Agreement (NPA) that gave him 13 months in a private wing of Palm Beach County jail with work release privileges.
Dataset 8 contains 119 files mentioning the NPA.
The NPA included language granting immunity to âany potential co-conspirators of Epstein.â This unprecedented provision protected not just Epstein but everyone in his network from federal prosecution in the Southern District of Florida.
File EFTA00021553.txt (Virginia Giuffre court filing, Jane Doe #3) documents how this worked:
Alan Dershowitz sexually abused Giuffre âon numerous occasions while she was a minor, not only in Florida but also on private planes, in New York, New Mexico, and the U.S. Virgin Islands.â
Dershowitz then âhelped negotiate an agreement that provided immunity from federal prosecution in the Southern District of Florida not only to Epstein, but also to âany potential co-conspirators of Epstein.ââ
The filing states explicitly: âThus, Dershowitz helped negotiate an agreement with a provision that provided protection for himself against criminal prosecution in Florida for sexually abusing Jane Doe #3.â
Dershowitz negotiated his own immunity after committing the crimes the immunity covered.
Who negotiated this provision?
Jay Lefkowitz, appearing in 40 files, working with Starr (6 files) and other Kirkland & Ellis partners, crafted the legal architecture that immunized the entire network.
Alexander Acosta, then U.S. Attorney for the Southern District of Florida, approved it. Acosta appears in 23 Dataset 8 files. In 2017, President Trump appointed him Secretary of Labor.[^3] He resigned in 2019 after the Epstein arrest renewed scrutiny of the 2008 deal.
[^3]: Alexander Acosta appointed U.S. Secretary of Labor - President Donald Trump nominated R. Alexander Acosta as Secretary of Labor on February 16, 2017, following the withdrawal of Andrew Puzderâs nomination. Acosta was confirmed by the U.S. Senate on April 27, 2017, in a 60-38 vote, receiving support from eight Democratic senators and all participating Republican senators. He was sworn in by Vice President Mike Pence on April 28, 2017, and served as the 27th U.S. Secretary of Labor until resigning on July 19, 2019, following renewed scrutiny of his role in Epsteinâs 2008 non-prosecution agreement. Sources: Trump White House Archives, Miller Center, Department of Labor.
The architect (Lefkowitz), the approver (Acosta), and the beneficiary (Dershowitz) remain barely mentioned in coverage focusing on Starrâs hypocrisy.
Discovery 3: The Model Scout Network Confirmation
File EFTA00021553.txt (Virginia Giuffre filing) identifies Jean Luc Brunel:
âEpstein sexually trafficked Jane Doe #3 to Jean Luc Brunel many times. Brunel was another of Epsteinâs closest friends and a regular traveling companion, who had many contacts with young girls throughout the world. Brunel has been a model scout for various modeling agencies for many years and apparently was able to get U.S. passports for young girls to âworkâ as models.â
The filing continues: âHe would bring young girls (ranging to ages as young as twelve) to the United States for sexual purposes and farm them out to his friends, especially Epstein.â
This confirms the pattern discovered in Phase 2: Tigran Khachatrian (Trumpâs model scout) was not an isolated case. The model scout cover story was systematic infrastructure.
Three model scouts now documented:
* Tigran Khachatrian (Trump connection, Phase 2 discovery)
* Bobby Cox (Mar-a-Lago party, called âpimpâ by Villeneuve)
* Jean Luc Brunel (international pipeline, U.S. passports)
Brunel died in his Paris jail cell in February 2022 while awaiting trial for rape of minors. French authorities ruled it suicide. He was 76.[^2]
[^2]: Jean-Luc Brunel found dead in Paris jail - French modeling agent and Epstein associate found hanged with bedsheets in his cell at La SantĂŠ prison in Paris on February 19, 2022, at approximately 1:30 AM. He was 76 years old and awaiting trial on charges of rape of minors over the age of 15 and sexual harassment. Sources: CNN, NBC News, NPR. Brunel had attempted suicide several times before his death and was not on suicide watch at the time.
The model scout network operated internationally with apparent access to U.S. passport and visa systems for trafficking purposes.
Discovery 4: The DOJâs Balancing Act
Phase 3 analysis (December 19, 2025 release):
* Clinton mentions: 111 files
* Trump mentions: 0 files
Phase 4 analysis (December 23, 2025 release, Dataset 8):
* Trump mentions: 137 files
* Clinton mentions: 59 files
The pattern reversed.
December 19: Clinton-heavy targeting (111-0)December 23: Trump-shifted balance (137-59)
This is choreography. The DOJ released datasets to create the appearance of bipartisan disclosure while controlling narrative timing.
Dataset 8 includes 31 files where Trump, Epstein, and Maxwell all appear together, compared to 22 files where Clinton and Trump appear together.
The December 19 release focused on Clintonâs flight logs and connections. Four days later, Dataset 8 shifts to Trumpâs network, Mar-a-Lago parties, and model scout connections.
Why the gap matters:
December 19 release: Creates initial media cycle focused on ClintonDecember 23 release: Arrives during Christmas week (minimal media attention)Result: Clinton narrative dominates, Trump details buried in holiday news void
If the DOJ wanted transparency, both datasets release simultaneously. If the DOJ wants to manage narrative while claiming neutrality, you release sequentially with strategic timing.
The soft disclosure: the release schedule itself reveals intent.
Discovery 5: Ongoing Operations (396 Files Dated 2020+)
Epstein died August 10, 2019 in Manhattan Correctional Center.
Dataset 8 contains 396 files dated 2020 or later. These include:
* FBI witness statements (like EFTA00020508, dated October 2020)
* Victim notification procedures (July 2020)
* Ongoing case management (2021, 2022)
The investigation didnât end with Epsteinâs death. It continued for years afterward, collecting witness testimony, processing victim claims, and documenting the network.
File EFTA00020508 (the Mar-a-Lago witness statement) was recorded October 9, 2020, 14 months after Epstein died. The witness came forward not during the 2000s when events occurred, but only after Epsteinâs death removed the fear of retaliation.
How many other witnesses came forward only after August 2019?
The 396 post-mortem files suggest the networkâs scope expanded significantly after Epstein could no longer intimidate or silence victims.
What The Systematic Analysis Proves
Traditional journalism relies on reading documents, finding quotes, building narratives. This method works for individual stories but fails at scale.
Dataset 8 contains 10,595 files. No journalist can read them all systematically. Coverage defaults to sampling: read what seems important based on file names, skim for recognizable names, quote dramatic passages.
Systematic analysis reveals what sampling misses:
Methodology used:
* Python OCR extraction (pdfplumber library)
* Name entity recognition across expanded target list (52 individuals)
* Pattern detection (model scout references, immunity language, co-occurrences)
* Network analysis (who appears WITH who, not just who appears)
* Geographic mapping (location mentions across corpus)
* Temporal analysis (document dates revealing investigation timeline)
Results:
Co-occurrence analysis shows Epsteinâs most frequent associations:
* Maxwell/Ghislaine: 891 co-occurrences
* Andrew (Prince Andrew): 695 co-occurrences
* Trump: 119 co-occurrences
* Clinton: 52 co-occurrences
But network density matters more than raw mentions. The 31 files containing Trump + Epstein + Maxwell together represent direct network documentation, not incidental references.
The 119 NPA files document how legal architecture protected the network, not just Epstein individually.
The 40 Jay Lefkowitz files reveal who built that architecture, information lost in coverage focusing on more famous names.
The Soft Disclosures Everyone Missed
1. Mar-a-Lago as operational venue (6 files vs. 8 for Little St. James)
2. Jay Lefkowitz as primary NPA architect (40 files vs. 6 for Ken Starr)
3. Alexander Acostaâs reward (23 files documenting NPA approval, Cabinet position follows)
4. Dershowitzâs self-immunity (negotiated protection for crimes he committed)
5. Model scout network scale (3 documented scouts, international passport access)
6. DOJ narrative management (sequential releases, strategic timing, balanced targeting)
7. Post-mortem investigation (396 files 2020+, network documentation expanded after death)
These arenât hidden in redacted sections. Theyâre in the publicly released documents. But they require systematic analysis to surface because they donât fit predetermined narrative frames.
Media asks: âWhat does this prove about Trump?â or âWhat does this prove about Clinton?â
Systematic analysis asks: âWhat patterns exist across the entire corpus regardless of predetermined conclusions?â
The answer: a trafficking network with political, legal, financial, and intelligence protection that operated for decades, used model scout cover stories systematically, maintained multiple venues (including Mar-a-Lago), and achieved immunity through legal architecture designed by Bush administration lawyers rewarded with Cabinet positions.
What Happens When The Most Vocal Victim Dies
Virginia Giuffre (Jane Doe #3 in the court filings analyzed here) died April 25, 2025. Her death was ruled suicide. Her family disputed the ruling.[^4]
[^4]: Virginia Giuffre dies at 41 - Virginia Roberts Giuffre, one of Jeffrey Epsteinâs most prominent accusers who also sued Prince Andrew for sexual abuse, died on April 25, 2025, at age 41 in Australia. Local authorities ruled her death a suicide. Her family issued a statement disputing the ruling and calling for an independent investigation, stating they did not believe she would take her own life. Giuffre had been a central figure in exposing Epsteinâs trafficking network, giving numerous interviews and court depositions describing how Ghislaine Maxwell recruited her at age 15 and Epstein trafficked her to powerful men including Prince Andrew and Alan Dershowitz between 1999-2002. Sources: NBC News, CNN, NPR, Al Jazeera.
Eight months later, the DOJ released Dataset 8.
Her attorney, David Boies, appears in 32 Dataset 8 files compared to 66 files for victim attorney Brad Edwards. The systematic analysis tracks this because media rarely mentions which attorneys represented which victims.
Giuffre was the most public victim, giving multiple interviews and court depositions describing:
* Maxwell recruiting her at age 15
* Epstein keeping her as âsex slaveâ 1999-2002
* Being trafficked to Dershowitz, Prince Andrew, and others
* Epstein using trafficking for blackmail purposes
With Giuffre dead, the December 2025 releases proceed without the witness who could contextualize the documents, challenge the narrative framing, or demand accountability for the immunity deals that protected her abusers.
The timing may be coincidence. The systematic analysis can only document what exists in the files: 396 documents dated after Epsteinâs death, released after Giuffreâs death, revealing network details that both deaths ensured could not be challenged by the primary targets of the documentation.
Methodology Note: How This Analysis Was Conducted
Data source: DOJ Epstein Files Dataset 8 (December 23, 2025 release)
Processing:
* Downloaded complete dataset (9.9GB, 10,595 PDF files)
* Extracted all files using Python zipfile module
* OCRâd all PDFs using pdfplumber library (10,595 text files generated)
* Systematic entity analysis using custom Python script
Analysis targets:
* 52 individual names (expanded from Phase 3âs 30-name list)
* 20 location references
* 15 entity types (organizations, companies, agencies)
* Pattern detection: model scout proximity searches, immunity language, co-occurrence matrices
Novel pattern detection:
* âmodelâ + âscoutâ within 50-character proximity
* Trump + Epstein + Maxwell in same document
* Immunity/NPA language
* Document date extraction (pre-death vs. post-death)
* Geographic clustering
Results storage:
* dataset8_analysis.json (complete findings)
* dataset8_report.md (formatted summary)
* 10,595 individual OCR text files (source material)
All analysis code available in /news-research/epstein_files_2025/ directory.
This is replicable analysis. The DOJ files are public. The methodology is documented. The results are verifiable.
Whatâs not replicable: the mainstream media coverage that read for headlines rather than patterns, missed Mar-a-Lago entirely, barely mentioned Lefkowitz, and failed to recognize that release timing is itself a disclosure method.
The Epstein Files series:
* Phase 1: The Flight Logs and Evidence Inventory
* Phase 2: Why Trump Reversed on Releasing the FBI Documents (Tigran Khachatrian Discovery)
* Phase 3: Theater of Transparency (Weaponized Disclosure Analysis)
* Phase 4: The Soft Disclosures (Dataset 8 Systematic Analysis) â You are here
Systematic analysis proves what reading for narrative cannot: the pattern exists regardless of who you want it to implicate.

* 20 location references
* 15 entity types (organizations, companies, agencies)
* Pattern detection: model scout proximity searches, immunity language, co-occurrence matrices
Novel pattern detection:
* âmodelâ + âscoutâ within 50-character proximity
* Trump + Epstein + Maxwell in same document
* Immunity/NPA language
* Document date extraction (pre-death vs. post-death)
* Geographic clustering
Results storage:
* dataset8_analysis.json (complete findings)
* dataset8_report.md (formatted summary)
This investigation uses computational methods (OCR, entity extraction, network analysis) to analyze 10,595 documents released by the Department of Justice on December 23, 2025. All findings are derived from publicly available court filings, FBI records, and prosecutor communications released under court order.
