Four years after the GDPR legislation of 2018, the EU is now proposing new legislation to regulate digital markets and services. It aims at consolidating core infrastructure within the EU to reduce vulnerabilities in the age of “digital sovereignty”. At the same time, other powerful actors such as China, the US, and Russia, are themselves exhibiting digital protectionism, albeit to varying extents.
