Britain voted to leave Europe in 2016 and has since spent a decade trying to get back the benefits without admitting it in public.

This is not a chapter about Brexit. Brexit is finished. The argument is over. Remain lost. Leave won. The consequences arrived. This is a chapter about what happens when a nation pulls up the drawbridge, discovers the castle is cold, and starts quietly lowering it again - one chain link at a time, late at night, hoping nobody notices.

Somebody always notices.

For seventy-five years, most of Europe outsourced its violence. Initially, either to NATO, or to the Warsaw Pact, and then almost entirely to NATO.

For the “victorious” NATO members, the arrangement was comfortable and explicit. America provided the nuclear umbrella, the carrier groups, the forward-deployed divisions, the intelligence architecture, and the implicit promise that no European city would burn again. In return, Europe provided basing rights, diplomatic alignment, and a willingness not to ask too many questions about what the umbrella actually covered. The continent that had invented industrialised warfare twice in thirty years decided, with the exhausted wisdom of the survivor, that it would rather buy American protection than build its own.

The modest stillness lasted for three generations. European defence budgets shrank to rounding errors and needy social support systems grew instead. Germany’s Bundeswehr conducted exercises with broomsticks because there weren’t enough rifles. The Dutch sold their tanks. The Belgians couldn’t deploy a battalion without borrowing transport. NATO’s two-percent spending target became a polite fiction that everyone cited and almost nobody met. The continent that had produced the Spitfire, the Tiger tank, the Dreadnought, and the Grande Armée couldn’t field a serious expeditionary force without American logistics.

Then the blast of war blew in their ears.

Marco Rubio stood up in front of sixty heads of state at the Munich Security Conference and told Europe that its entire worldview was wrong. He told them to close their borders. He called their climate policies a cult. He framed Christianity as the binding agent of Western civilisation - which, if you’re a secular Scandinavian, is a particular kind of message to receive from the representative of a country that invaded Venezuela for its oil six weeks earlier.

They gave him a standing ovation for what they wanted to hear… But they didn’t actually listen to what he said.

The most consequential words said at the Munich Security Conference in February 2026 were not said by Rubio, or Macron, or Merz, or Starmer. They were said by Ursula von der Leyen, quietly, without theatrics, in a single sentence that most commentators overlooked.

“This is a true European awakening.”

When asked about human rights in China, the Prime Minister of Canada gave a seven-word answer.

No qualifiers. No "but we will continue to raise concerns through appropriate channels." No "while acknowledging the complexity of the bilateral relationship." Just - we take the world as it is.

Meanwhile, in Paris, Emmanuel Macron was trying to keep his government alive for the third time in four months.

The first part of this book is full of references to events which happened over just a few months. They were seen as a pattern, and then the pattern was identified. So… How do you get to see it?
