Raising money to do all the work of running the state is more than just taxes, and Measure 104 aims to make it harder to hike fees, trim tax-credits, and pass other revenue measures into law at the capitol. Shawn Cleve speaks in favor the measure on behalf of an advocacy group self-titled “A Tax is a Tax.” Cleve is a lobbyist for the Oregon Association of Realtors,  Chuck Bennett, in his first term as Salem’s mayor, spoke against the measure.
