He exalts the Gospel and lets those in Rome know that he was to share with them, the power of Jesus Christ.
Paul has heard about their faith and he is wants to impart spiritual gifts to them, so that they may be established in the faith.
He lets them know, he is not ashamed of the gospel.
He does not want them to have any excuse for doing the right things, leaving behind the sins of the past.
He reminds them of what will, and what has happened, to those who say they are believers, but continue to worship false gods.
Greed, arrogance, gossips, strife, deceit, etc., are all worthy of death.
Harsh words, but words that will protect them from eternal damnation, and separation from the Lord.
