On a seemingly normal day in February 1982, construction workers working near the Shing Mun River in Hongkong happened upon a horrible discovery. It was a woman’s head. This discovery kicked off a six-month investigation that led the police to a man with a mind like no other. The police and the public were confronted by a kind of depravity that they had not seen in their city before.
