Sam Raus touches on the argument that the federal government can't adapt fast enough to market forces, and his thoughts on privatizing spectrum access to help solve that problem. Raus says that this will offset expenses of the government and therein allow companies to use spectrum. We cover the idea that the government is sitting on a huge portion of underused broadband spectrum, and the question of 'how do we ensure spectrum auctions don't end up empowering adversaries like China?' Raus states that real reform looks like actual legislation being passed.
