More than two decades ago, little Rosie Tapia was kidnapped from her Salt Lake City bedroom on August 13th, 1995.

Her lifeless body was found in a canal off the Jordan River after she was sexually assaulted and murdered.

ABC4's Marcos Ortiz was the first journalist to arrive on scene and it's a cold case that has left family and investigators baffled.
