It is God's responsibility to make provisions and it is man's duty to keep the provisions.
God will never do for a man what man ought to do by himself, because God is a responsible God and as such ; he will not raise irresponsible children.
No matter what God gives to man, He must learn and master the culture of keeping it and dresssing it lest he loses it in the end.
GENESIS 2:15
And the LORD God took the man, and put him into the garden of Eden to dress it and to keep it.
