The 1987 Constitution of the Philippines ushered in new provisions that make the Executive Department more transparent to the people with regard the President's health and well-being.

It also created an order of succession to the Presidency if the President  dies, becomes permanently incapacitated, or resigns during his term of office.   Under the Constitution, it is duty of the Vice President to take over the reins of the Executive Department in this grim eventuality.   So what can the new President do when she takes over the country?
