A man was shot and killed in West Bountiful parking lot; suspect in custody after standoff. The woman who reported the incident to police identified the suspected shooter as her estranged husband. A warrant was later obtained for the woman's vehicle where police located a tracking device on her vehicle that she was unaware had been placed there. KSL Legal Analyst Greg Skordas joins the show to discuss who is able to put tracking devices on cars, when it is legal, and when it is not.
