The Psalmist describes being in God's presence as experiencing full joy. True joy can only be experienced when we walk with the Lord. Nehemiah captures the process that ultimately leads to joy when the rebuilding of the walls in Jerusalem culminate with Nehemiah finding his strength in the joy of the Lord.
