Repentance is not motivate by judgment but through the faithful and merciful testimony of the church during times of suffering. Notice how after the 6 trumpet judgments, during which time a third of all humanity and creation is decimated the people still refuse to repent. It is through the faithful testimony of the two witnesses (symbols of the church) who are killed by the beast and then raised to life again that finally leads to people giving glory to God/repenting (Rev. 11:13).
