Why would God send an angel to announce Jesus' birth to a random group of shepherds?

Everything about the circumstances surrounding Jesus' birth were meaningful. From choosing the poor, young girl Mary, to bringing Wise Men from the East, to challenging the current King of the Jews, Herod, all of it was important.
