The summit formalized the Trump Corollary to the Monroe Doctrine and represents the most aggressive assertion of U.S. hemispheric dominance since the Cold War. But the three largest Latin American economies — Brazil, Mexico, and Colombia, representing over 60% of regional GDP — were deliberately excluded.
