Amid a deepening humanitarian crisis in Gaza, no aid group has the reach of the United Nations Relief and Works Agency, the organization that for decades has provided schooling, healthcare and other assistance to Palestinian refugees in Gaza. But an Israeli intelligence report alleges that 12 UNRWA staff members were directly linked to the Oct. 7 attacks on Israel.
