About 40 people laid down on the Virginia Beach Boardwalk Saturday morning in support of a permanent tribute to the Black Lives Matter movement. The human mural spelled out the words “Black Lives” and “VA," with the word “Matter” chalked in between them. People from across Hampton Roads participated, according to an organizer.
