In The Wishing Horse of Oz, the lazy King Skamperoo of impoverished Skampavia acquires powerful wishing emeralds, his first wish conjuring Chalk, a clever talking horse from Oz. Together, they magically usurp Oz's throne, enchanting everyone, including Dorothy's friends, to forget Princess Ozma and believe Skamperoo their rightful Emperor. Dorothy, however, remembers the truth due to a prior enchantment and, with Pigasus the flying pig (who also remembers when Dorothy rides him), embarks on a perilous quest for help, encountering the initially menacing but ultimately helpful Black Witch Gloma, the reluctant Gnome King Kalico, and the insightful Seer Bitty Bit. Guided by Bitty Bit, they confront Skamperoo in the Emerald City, recover the emeralds (stolen by the deceitful merchant Matiah), and strike a bargain with Chalk: the secret to the necklaces' power for future wishes. Ozma and her court are restored, while Skamperoo returns to Skampavia, where his wise Prime Minister, Pinny Penny, uses the remaining wishes to improve their kingdom, teaching lessons about responsibility, the folly of greed, and the value of true leadership.
