How should we look to apply law's given by God in the Old Testament to our New Testament age?

Today we field a couple of questions, one of which concerns who in the world are Jannes & Jambres (2 Timothy 3:8)? But then the second, what does the phrase "world without end" mean in the Gloria Patri that we sing on Sunday mornings?

So really, what is it? Hasn't it recently changed? And why are we doing it? How much do we need to raise???
