THINKING POINT Drawing the Line between civil servants and councillors

Last week, COGTA Minister Dr Nkosazana Dlamini-Zuma announced that nearly 300 public servants have been serving as councillors within municipal council. These officials had not reported their councillor work as other renumerative work to their provincial or national headquarters. Whilst the act of moonlighting has contravened the Public Service Act, there are many legislative precursors and judicial precedent (SAMWU vs COGTA) in place to hold office-bearers accountable for holding more than one position across different levels of governance that are not being enforced which impact service delivery. Where do we draw a line in the sand? To help us understand this issue
